Kuznetsov Russian National Committee for CODATA consists of 28 members, including Chair: Prof. Vyacheslav V. Sytchev Secretary: Dr. Natalia S. Krivosheya There are several working groups in framework of National Committee. National Committee Activities. Working Group “ Electronic materials ” (Academician Fedor A. Kuznetsov, Chairman). The activity of the group is connected with development of the data bank on properties of the electronic technology materials. This data bank was used in optimization of the process of production of polysilicon in the framework of Siemens process. In addition to this the calculations of optimal regimes of processes of conversion of tetrachloride of silicon into trichlorosilane effect of electron beam are carried out. The regimes of high performance of processes are established. The main activity of group was directed to development of a databank on properties of electronic materials (DbPEM). In an accounting period the group has completed a project on optimization of polysilicon production technology based on so-called Siemens - process. In this work the data of bank DbPEM are used. In addition to these calculations of optimal regimes of processes of conversion of tetrachloride of silicon into trichlorosilane initiated by electron beam are carried out. Results of all mentioned calculations are used by an industrial enterprise. At the moment attempts are being made to organize an association of groups involved in creation and support material databases in Institute of Inorganic Chemistry in Novosibirsk and institutes of metallurgy and institute of steel in Moscow. Recently the group has developed a project of creation of an information system on nano materials and technologies. The project has been discussed at two seminars organized Asian - Pacific Academy of Materials (APAM), which took place respectively on Taiwan (Eighth APAM topical seminar "CREATING A GLOBAL NANOTECHNOLOGY NETWORK", 2-5 December 2002 Hsin-Chu, Taiwan) and in Russia (Tenth APAM topical seminar and third conference "Materials of Siberia" of "NANOSCIENCE AND TECHNOLOGY" 2-6 June 2003, Novosibirsk, Russia). On the basis of these discussions the project of development of an information system on nano materials and technologies is prepared. The proposal to create a CODATA group with a task to develop mentioned project on nano materials data system was submitted by acad. F.A. Kuznetsov to CODATA and will be considered by the forthcoming CODATA General assembly. The circumscribed accounts have been put in the basis of adjustment of technology of the created enterprise on production of semi conducting silicon. On the basis of these discussions the project of development of an information system on nano to materials and technologies is prepared. The proposal to create such a group was submitted to CODATA by acad. F.A. Kuznetsov and will be considered by the coming General assembly. Working Group "Earth sciences" (Prof. Alexei Gvishiani). Chairman). Major results of the work done by the Earth sciences section of National Committee of CODATA in the reporting period consist of the following: 1. Important International conference “Information Society Priorities: New Prospects for European CIS Countries” was organized in cooperation with European Commission project WISTCIS and held in Moscow in 2003. The conferences included the following sessions: • “Modern networks, present state of affairs”, • “Technology Solutions for Information Society”, • “Humanitarian, research, educational and environmental aspects of Information Society”, • “Telematics and Earth sciences”, • “ IST results of FP5 and prospects in FP6”, • “Educational and related aspects of Information Society”, • “Collaboration prospects. New projects for Information Society Priority of FP6”. The conferences gathered representatives from different groups of scientific community. CODATA President, Prof. Iwata Shuichi ( Japan) took part in the conference; his report on goals and objectives of CODATA in connection with development of Information Society Technologies produced great interest of participants. Representatives from 10 countries, scientists, college teachers, managers and representatives from various commercial institutions participated in the conference. 2. Russian Committee of CODATA in collaboration with Georgian Committee of CODATA actively took part in organization on the workshop on telematics “The IST Program and e-Government” (Georgia 2003), which included the following sessions: • “ IST Program and IT Development in Georgia”, • “ IST Projects and Other European IT Initiatives”, • “eGovernment: Applications in Georgia”, • “Project WISTCIS and State of the Art in Caucasus”, • “Teleworking Algorithmic Resources”. Representatives from 7 countries participated in the workshop. As a result of the workshop Georgian Academy of Sciences made a decision to become an official member of CODATA. Geophysical section of National Committee carried out great work on creation of Web-resource SPIDR. The Web-portal has become one of the largest Internet-resources of geophysical data available to wide range of users. As a continuation of this work CODATA has submitted project proposal for small grant to ICSU. Working Group "Electronic reference books on thermodynamic properties of substances" (Dr. Vladimir S. Iorish, Chairman). In Thermocenter of the Russian Academy of Sciences in cooperation with Chemistry Department of Lomonosov Moscow State University the Internet version of the handbook “Thermal Constants of Substances” http://www.chem.msu.su/rus/tkv was created. This handbook was set up by outstanding rocket engine chief designer Valentin Glushko. The work lasted about twenty years and resulted in ten-volumes edition published in Moscow in 1965-1982. The English Edition was published by Wiley & Sons in 1999. This handbook involves thermodynamic data for nearly 27000 compounds (solid, liquid, and gaseous states, as well as for aqueous and nonaqueous solutions of various concentrations) formed by practically all chemical elements. The handbook presents a set of critically selected and self-consistent thermal constants (enthalpy of formation, Gibbs energy of formation, enthalpy increments, entropy, and heat capacity at 298.15 K, enthalpy of formation and dissociation energy at absolute zero, temperatures and enthalpies of phase transitions, crystallographic and critical parameters, ionization potential, and electron affinity) of all investigated inorganic, simple organic, and organo-metallic compounds. A lot of unknown thermochemical quantities are estimated by the authors of the handbook. Besides, the uncertainties are given for the recommended values. A comprehensive bibliography amounts to more than 51,500 references. Working Group "Natural Gas hydrates" (Prof. Vladimir R. Belosludov, Chairman). Since 2000 the group has developed the concept of the system, chosen the areas, selected the data to be represented in a system, elaborated the primary tolerance requirements, and formulated entirety of data representation. In 2003 the group has received the high-level grant ICSU for a realization of the project on creation of the international network of groups working with the data on gas hydrates. The main form of work on realization of the project has become organization and realization of the regional conventions of the experts working in miscellaneous locales of a world. To the present time are conducted and the following regional conventions are scheduled: Country Russia USA Japan India China Europe These conventions resulted in updating the information system, revealing the difficulties specific to miscellaneous countries, scheduling the measures on development of a system and determination of the contribution of the experts of locale in an international system. According to a recommendation of the CODATA Task Group, in Institute of Inorganic Chemistry in Novosibirsk the metadata bank on gas hydrates is set up. This bank includes sections - Information on groups working with the data on gas hydrates, - General information on gas hydrates, - Literary database, compiled by Prof. D. Sloan. - Useful Web sites In future it is also planned to include in the metadata bank structure selected reference data on miscellaneous areas of a problem of gas hydrates. Chairman of the group F.A. Kuznetsov has submitted to CODATA a proposal for renewal of the group on gas hydrates. It is supposed that at a following stage the group will be headed by Dr D. Sloan. In the elapsed period F.A. Kuznetsov has organized and conducted two meetings of the group and has participated in the above-mentioned regional meetings in Russia and India. There are plans to participate in the conventions in China and Germany. Besides, Russian National Committee for CODATA participated in organization of the following scientific meetings: 1. on gas hydrates – Russia, January 27-28, 2003, F.A. Kuznetsov 2. Tenth APAM topical seminar and third conference "Materials of Siberia" of "NANOSCIENCE AND TECHNOLOGY", June 2-6, 2003, Novosibirsk, Russia 3.
