–Insert
zero in cells containing “small” values.
–After
suppressing a value in a row, you must also suppress values in one or
more other row(s) and column(s) so that the suppressed value
can not be obtained by subtraction from the row/column totals.
–Appropriate
statistical methods must be used (see 1994 report by
Subcommittee; especially see “primer” in Chapter 2).
