Success is hard to measure, but here three indicators of possible success.
4/15/2002 is the last point in the paper.  Growth is still steady after that
Adapted by major projects – here is one.  OAI is the fundamental protocol for moving MR around.  We expect to learn something about usefulness of MD and protocol in general.
OAI is emerging as a fundamental infrastructure in a number of projects.  Cal Tech has a nice set of self archiving servers for people at Cal Tech.
Some indicators of success, but there might still be some basic questions to be answered.   What does it mean to be low barrier?  Might not get there.   Configuration can’t be automatic.  Connection between the data and the dissemination of MD.  Coming up with the metadata.
Is unqual DC worth anything?  Really variable – although machine learning might be able to handle this but simple automatic harvesting might not get stuff of value.
This is a broader issue than OAI. 
There might be further applications – we don’t really know.  
Are we going to standardize the protocol – or is defacto standard.
Do we need a maintenance agency?  Or do we need to go to a stds agency?
Some organizations won’t adapt OAI if it is not a standard.
Any more versions?  So far, not.  But is there an expanded functionality we don’t have?
