Virtual Activities Organization – VAO is the basis of structural  changes in the information society. VAO technologies are shaped by the following elements: T – technical, I – information – related, H- human factors, O – organizational.

T elements result from  methods (for building the structures) of  the Open semi – Direct Communication based on Multimedia Centres of Information: OsDC-MIC info-spheres’ structures development. There appears a virtual information environment – the environment of VAO systems.

I and H elements are dependent on each other. They are defined by computer oriented technologies of creating and exchanging digital data resources – D, as well as by methods for structuring the  problem knowledge – PK, set by human factors.

O elements describe particular structures of virtual (digital) organization of cooperation and learning in the information society development. The following items appear: (1) digital learning organization  – in learning the importance of skills of creating resources  D, as well as creating PK schemas is increasing (forming  information competences). (2) digital organization of life – an increasing number of people benefit from the services of public information systems in their individual and social behaviours.  (3) digital work organization –  there appear virtual methods for integrating people in collaboration  (virtual work organization) and virtual methods for organizing co-operation of enterprises (creating virtual organizations). Mutual learning gains more and more importance in the structures of digital organization of life and digital organization of work (a learning information society).

At present many various, often divergent views of shaping the information society may be observed. The differences between them result from the fact that to describe a so-far unknown reality it is necessary to take into account technological, information- and organization-related factors which influence shaping the structures of the digital activities organization in economy, politics and society. In the VAO environment the following models are created: (1) human involvement in digital activities organization, (2) organizational and economic changes in the process of creating virtual enterprises, (3) shaping a new political and social order, (4) shaping a new policy of science and education. The models allow distinguishing multi-aspect factors of technology development and structural transformation of  the information society.
