MPLS CORPORATE NETWORKS STRUCTURES OPTIMIZATION WITHIN THE FRAMEWORK OF Е-GOVERNMENT DEVELOPMENT IN UKRAINE

Fast development of IТ-technologies has been caused by two most important factors - the certainly technical progress, and also its driving force - needs of business and the state. Business and the state inspire, put means and, certainly, I take the most of achievements НТП. The global evolution of e-government systems is already enough for a long time uses business-technologies in the state sphere, and now in general the state is considered as a specific version of business. And the essence of electronic management changed according to these sights. First under this term there was in a kind only an introduction of information technologies in public sector, and already now it is the greater question of optimization of functions of the state bodies (business-processes).

Ukraine due to a number of objective and subjective factors has remained far behind in of IТ-sphere and their introduction. We only begin steps on electronic management, we begin almost with zero when other countries have already achieved essential results and where such systems operate is high-grade. But unique there is that we can synthesize the best properties, experience and to start with the main thing, instead of from banal purchase of computer hardware. Certainly, it is a hard way, and all depends on an appropriate level of consultation with the big corporations, experts, representatives of business and scientific workers. But, if we want to receive uniform multiservice system it should be based on uniform technological interoperability to a platform. Therefore in Ukraine it is started to work on creation of a uniform national multiservice network.

The beginning stage which consists of the necessary legal base statement is completed. It is planned to use the National network of confidential communication in a combination to of Ukrtelecom, Ukrzalyznytsa, Kyivstar and UMC/MTC networks as the base for creation of a uniform national multiservice network. Though the usage of such network is up to difficulties in work with the secret information and probable inefficient use of means for private liaison channels rent. That’s why the construction of a network “from zero point” is also considered. As the basis of construction of networks is technology MPLS methods of optimization of expenses should include features of the given technology, and also, it is desirable to take into account influence of different parameters of quality of a network. The method of synthesis of the networks adapted for MPLS technology, suggested by Professor Y.P. Zaychenko, can help in this situation.
