Gauging model for
regional environmental policy performance in Ukraine

Environmental
Performance Index (The 2008 EPI, Yale University and Columbia University) addresses
the need for a gauge of policy performance in reducing environmental stresses on
human health and promoting ecosystem vitality and sound natural resource
management. The 2008 EPI is fact-based and empirical approach to environmental
protection and global sustainability. The 2008 EPI deploys a
proximity-to-target methodology that quantitatively measures country-scale
performance on a core set of environmental policy goals for which every
government can be held accountable. By identifying specific targets and
measuring the distance between the target and current results, the 2008 EPI
provides an empirical foundation for policy
benchmarking and a context for evaluating environmental performance. The 2008 EPI
scheme and calculation methodology is used for assessment of environmental
policy performance of regions in Ukraine. This
aggregated index can be included as one of the global indices in sustainable
development gauging matrix proposed by the Institute for Applied Systems
Analysis of National Academy of Sciences of Ukraine and
Ministry of Education and Science of Ukraine.
